Select Committees
Whenever the need arises, the National Assembly, by resolution, appoints ad hoc committees, known as Select Committees, to enquire and report on designated matters to the House.
The present Assembly has appointed six such committees, namely: | |

The Committee was ordered by the Assembly –
(a) to review existing legislation relating to bribery, fraud and corruption and to identify the lacunae and shortcomings in the present legal system;
(b) to study comparative system in other jurisdictions and to make recommendations for the setting up of an independent commission and/or other appropriate legal and institutional framework to combat, inquire into and suppress corrupt practices and fraud at all levels of economic and political activities;
(c) to make recommendations for the establishment of a body required to set norms and standards of business and political conduct and practices and to inquire into any allegation or suspicion of fraud and corruption and other malpractice;
(d) to make recommendations on appropriate penalties and other sanctions for the repression of fraud, corruption and malpractice;
(e) to propose measures for international cooperation and exchanges to combat cross-border fraud and corruption; and
(f) to produce draft legislation for the consideration of the House covering the above matters,
and for the above purposes to call for such persons or body of persons and to order such persons or body of persons t produce any paper, book, record or document in their possession or under their control as the Committee may deem fit and appropriate in the circumstances."

The Committee was ordered by the Assembly, in the wake of the report and recommendations of the Commission on Constitutional and Electoral Reform 2001/2002 -
(a) to examine further the Commission's report and the recommendations in the matter of the introduction of a measure of proportional representation in our electoral system;
(b) to make recommendations, without prejudice to the existing best loser system, regarding the modalities for the implementation of the Commission's recommendations that the National Assembly should be composed of 62 members as at present and of a further 30 members chosen proportionately from parties having obtained more than 10 per cent of the total number votes cast at a general election; and
(c) to propose appropriate legislative measures to give effect to the recommendations.

To examine the recommendations of the Commission on Constitutional and Electoral Reforms 2001/2002 regarding the public funding of political parties, in order to elaborate further on those recommendations and make further recommendations on the subject of the funding of political parties, with a view to promoting sound, dynamic and lively democracy and eliminatingthe risks of corruption and influence peddling.

In accordance with the Standing Order 66(8) of the standing Orders and Rules of the National Assembly 1995, the above Private Member's Bill stands referred to a Select Committee for examination of its provisions.
The Select Committee on the Proposed Introduction of the Electronic Voting Machine in our Electoral System The following motion standing in the name of the Honourable Prime Minister, Minister of Defence and Home Affairs was voted by the National Assembly on Tuesday 26 0ctober 2004: -
“ This Assembly is of the opinion that, in accordance with Standing Order 70 of the Standing Orders of the National Assembly, a Select Committee of such members as may be nominated by Mr Speaker, should be appointed in the context of the proposed introduction of the Electronic Voting Machine in our electoral system, to make recommendations to Government on:-
(i) the desirability of having a null vote button option in the Electronic Voting Machine;
(ii) counting on the same day;
(iii) the production of photo voter’s card/National Identity Card by each voter at time of voting;
(i) the desirability to use indelible ink to mark fingers of voters; and
(ii) any other aspects of the use of the Electronic Voting Machine”.
